A more accurate description of this section is Segment 3B2 Subway (Tunnel) Section, Cebu South Coastal Road. The tunnel is a contiguous section of the Cebu South Coastal Road Project beginning at the ramps of Segment 3A the offshore Viaduct Section; descending underneath Plaza Independencia, and ending at the intersection of R. Palma St. and Serging Osmena (formerly McArthur) Blvd. Its function is to divert northbound traffic at the congested central business district en route among others to the international port and airport at Mactan island. The tunnel is a 4-lane divided facility with a total length of 973 m. By its completion in 2010, the tunnel will be the longest underpass and the third similar underpass in the Philippines -- the other two being constructed at the intersections of Katipunan Ave. - Serrano Ave. - Circumeferential Road No. 5 in Quezon City and at the EDSA and Ayala Ave in Makati City. The original plan for this section was an an overhead facility above Plaza Independencia and the historic landmark of Fort San Pedro but was revised to a tunnel to maintain the unobsructed tourism ambience of the district. Archeologists from the National Historical Institute investigated the site for artifacts at the Plaza a year before actual construction started. Botanists from the College of Agriculture, University of the Philippines, Los Banos also researched on the lifespan of trees at the Plaza before being transplanted.
